Are celebrities technically supposed to be called "sir" or "dame" if they have an MBE or OBE?

you are only called sir or dame if you are knighted, you can also be a lord like seb coe, or a baroness like maggie thatcher. with all other awards the letters just go after your name and you are not called sir or dame e.g. Jim Bob Jones CBE
