Where can i buy cheap paint and wallpaper, but something thats still good quality?

thinking of putting lining paper on wall horizontally, then painting the walls, then putting expensive wallpaper on the fireplace wall!....but need it to be quite cheap, can i re-wallpaper and repaint the room for about �100? do you have any tips??? would be much appreciated, thank you.
