Does Obama have the power as President to Pardon all Black Criminals and Muslim Terrorist in his final days?

I remember Jimmy Carter pardoned a black woman for petty theft as a good will gesture and then she got arrested for the same thing. I think everyone should stock up on firearms and ammo because what if he did this? He could do it.
