Should a Government in distress give out $335 million for STD prevention when all people have to do is stop...?

No and the pork in the stimulus package just continues to get out of hand , money for the arets l;ike people can live in or eat the arts, money wasted on this pet project and that one , if people don't know how to abstain or practice safe or improve their moral fiber throwing taxpayer dollars at the problem isn't the answer!
